Annual Meetings

Every year AVEC’s communities hold a village annual meeting to discuss issues of concern, prepare resolutions to present to AVEC’s board and staff, and elect delegates to represent their community at AVEC’s main annual meeting held in Anchorage. This section contains information related to these annual meetings.

Village Streetlights

Each year at the annual meeting questions come up about street lights and we always give the same answers. One of the most frequent issues we hear is that street lights don’t work and cities don’t want to be charged for them.

The city needs to notify AVEC when street lights need repaired and provide the pole number and location. Cities won’t be charged for non-operating lights after we are notified. If a city wants new street lights, the city needs to fill out the paperwork and send it in, along with payment of required installation fees.

AVEC’s Street Light Policy

  1. Objective:
    To establish the terms and conditions under which the Cooperative will install and maintain new street lights.
  2. Policy:
    1. The standard street lighting fixture will be a 100-watt high-pressure sodium lamp in a vandal-resistant housing and equipped with a photocell.
    2. The standard street light installation will be on an existing pole where there is adequate space to comply with the National Electric Safety Code and an adequate existing secondary voltage power source within 200 feet of the street light.
    3. The standard street light installation will be owned, operated and maintained by the Cooperative. The standard street light installation or maintenance work will only be performed in conjunction with the Cooperative’s regularly scheduled power line construction and maintenance activity. Any special trips to install or repair street lights will be at the member’s expense. The estimated costs of a special trip to install or maintain street lights must be paid in advance.
    4. The installation charge for a standard street light is $150 which must be paid in advance. The street light service fee will be the fee set forth in the Cooperative’s approved tariff which currently is $264 plus cost of fuel per year per street light less any state subsidy (PCE). The street light service fee is to be billed on a monthly basis. The member will be required to give at least one year’s notice on the disconnection of a street light.
    5. The installation charge for all non-standard street light installations will be the Cooperative’s estimated actual cost. Such non-standard installation costs must be paid in advance.
    6. The maintenance costs for all non-standard maintenance requested by the member will be charged at the Cooperative’s estimated actual cost. Such non-standard maintenance costs must be paid in advance.
    7. Existing in-service street lights donated to the Cooperative will be operated and maintained under the terms of this policy excepting there will be no installation charge.
